P02 - The process of customizing BIREME´s methodological and technological tools: the case of the Casa de Oswaldo Cruz

The work aims at analyzing the process of technology transfer that occurs between the Casa de Oswaldo Cruz and  BIREME,  partner institutions for the development of different products and services. It is emphasized here that the technology transfer process is not limited to the appropriation of the new tool by the “receiver” institution. On the contrary, it is necessary to invest in staff training in order to enable the organization to select, assimilate “foreign” technologies and adjust them to its specific needs. In this sense, the forms of interorganizational transfer of technology can not be considered as eventual substitutes for technology adjustment activities.
As a consequence of this approach, another point discussed in this work is the  profile of the technology professional involved in the transfer process. Much more than simply “operating” technologies, this professional must have skills for accomplishing innovative processes.
The analysis is based on the experience of the Ca sa de Oswaldo Cruz, a partner institution of BIREME for the development of methodological and technological information products. These products basically comprehend  bibliographical and archival databases and virtual libraries.  For developing them, the tool designed by BIREME for recording information in the databases – the LILDBI-WEB –  is subject to customization processes that are necessary for reasons of specific content modeling, as well as of local technological infrastructure.
