P58 - National registering system for health councils and exercise of social control

INTRODUCTION:In the last decades, in Brazil, throughout the social control spaces among which National Health Council Conferences and Plenaries came forth, it was shown the need for streghthening a policy of communication and information in health, emphacizing democratic common access for an effective exercise of social control. As this policy’s strategy the National Council of Health and DATASUS/MS have implemented the NATIONAL REGISTERING SYSTEM FOR HEALTH COUNCILS in March 2005.
OBJETIVES: To maintain a single updated register identifying Federal, State,Township and Federal District Health Councils and their Presidents; make available the register to all agencies of the Health Ministry, State, Federal District and Township Councils.              METHODOLOGY: Implementation of an internet update system for the use of Health Councils. Access shall be through a pass word sent by the National Health Council to the Presidents of State and Township Councils. The Register will be implemented to national level. For the pilot experience two states were chosen: Amazonas and Rio Grande do Sul. Among the data placed about the Health Councils are: Identification, Address, Phone number, Fax, and e-mail. As well as Council data on: dates and instruments of creation, programmed meetings, number of members, number per segment and themes of meetings and data from the President of the Council.              RESULTS: The implementation of the process occurred in the pilot areas of the Amazonas and Rio Grande do Sul states. The state of Amazonas within the established period of 30 days reached 100% of the existing Councils. The  Rio Grande do Sul state reached 82,70% .
FINAL CONSIDERATIONS: The NATIONAL REGISTERING SYSTEM FOR HEALTH COUNCILS has been an important strategy to develop the Data and Communication Policy in Health between Health Councils in the perspective of strengthening citizenship and social control.
