This work is inserted in the area that studies the trials of constitution of the citizenship and of national social politics. Specifically, the study aims at, by the Observatory, portray the social violence and intrafamiliar from the services deeds in the area of health, trying to give it visibility, and, in this way, contribute for the consolidation of the rights and of the citizenship of infants and adolescents by the way of analysis of the social politics and the institucional practice. The representative context delimited focuses-itself in the following institutions: University Hospital Antonio Pedro-HUAP, Getúlio Vargas Filho Hospital-GVF and Coordination of Vigilance in Health-COVIG, organ that centralizes the notifications of violence in health area. The projet has also the objectives of make analysis of those facts, in the years between 2000 to 2005, drawing the profile of the violence against infants and adolescents in the town of Niterói. This Observatory and the maintenance of the Database are forms of subsidize strategies against this situation, and also to contribute with assessory, construction and effectiveness of social public politics. Niterói, like other metropolitan cities, mantains uneven relations between poor, medium and high population layers. In this process, this social space is ordered by bases differentiated that afects economic and cultural capital. The violence is aimed by the World Organization of Health as a question of public health. Responsible by a growing demand of services in the public service, the violence is, of fact, a grave social question. His effects straight results in the increase of the morbity and mortality of infants and youngs, in punishment of larges segments of the poor population. The violence comes occupying, since 1989, the second place in causes of death occurred in Brazil. To
day, it is evident the needs of an articulation that integrate the basis services to associations, ONGs, etc., and hospitals, including the areas of emergency, wards and outpatient clinics. Whatever, the actions against the violations and violences against infants and adolescents are generally fragmented, isolated and insufficient. The experiences of promotion of the interinstitucionality and intersetoriality come showing itself indispensable in the promotion of efficient public politics that itself make feasible by given visibility to these questions. In the interior of the institutions of health is common the violence cases receipt against infants and adolescents. Many of those cases were not denounced. The motives of this silence are multiples: to “classical” idea of that should not be stirred in questions of the private world; the fear of be inserted “in those questions”; the doubt in identify and notify; and that list be able to be interminable. he fact is that the hospitalar space transformed himself in unequal localities for knowledge and mapping of the violence in our society.
